ORA Architects filed an early proposal this week to put Cafe Nordo’s Nebula cabaret/exhibition and dining operation into the north end of the Grand Central Block in Pioneer Square. That was part of the announcement earlier this month, when Urban Visions bought the vacant three attached buildings — all over a century old.
