ICA Wins US$94.60 Million Contract for Ixtapaluca Trolleybus


Mexico’s Federal Railway Transportation Regulatory Agency (ARTF) has awarded the contract for the construction of the Ixtapaluca Trolleybus corridor, in the State of Mexico, to a consortium led by ICA, for a total value of MX$1.72 billion (US$94.60 million). The project forms part of the federal government’s strategy to expand high-capacity electric public transport systems across the eastern Metropolitan Area of the Valley of Mexico.

According to the official project profile published by Proyectos México, the tender decision was issued on Dec. 9, 2025, and the project is in the contract formalization stage, with construction scheduled to begin on Dec. 15, 2025 and completion expected by June 2027. The scope includes the integrated design and construction of the corridor, encompassing civil works, stations, and electromechanical infrastructure, as well as its connection to the existing Chalco-Santa Marta Trolleybus line.

The contract was awarded following a National Public Tender in which five proposals were submitted. The ICA-led consortium was declared the winner after achieving the highest overall score under the points-and-percentages evaluation mechanism established in the tender rules, reports El Economista.

The award decision states that the winning proposal met all regulatory requirements and achieved the best combined technical-economic score. No formal objections were recorded from other bidders. The award document was signed by Efraín Gutiérrez, Director General of Works, ARTF, in his capacity as the official responsible for the procedure.

Official tender documentation confirms that the process was conducted under National Public Tender No. LO-09-D00-009D00999-N-75-2025 and managed entirely through the federal procurement platform Compras MX, in accordance with Mexico’s Public Works and Related Services Law. 

The objective of the procedure was the technical, legal, and administrative supervision of the integrated trolleybus project, under a unit-price, fixed-term contract scheme. The evaluation framework required bidders to obtain a minimum of 45 technical points out of 60 in order for their financial proposals to be considered. Key evaluation criteria included experience in urban public transport systems, intermodal transfer stations, overhead catenary electrification, and viaduct construction.

Participating Companies 

The official list of participating bidders, issued on Dec. 10, confirms that nine companies submitted electronic proposals. These include Colinas de Buen, Coordinación Técnico Administrativa de Obras, DITAPSA Consultores, Ingeniería Integral Internacional México, Ingeniería y Construcción 3G, Key Capital, Multiservicios de Arrendamientos Profesionales MSI, ORVA Ingeniería, and Transconsult.

The Ixtapaluca Trolleybus corridor is part of the federal government’s broader push to deploy electric mass transit solutions aimed at improving connectivity in the eastern State of Mexico, reducing travel times, and lowering transport-related emissions.

With the award of the contract to ICA, the project now moves into its execution phase, positioning it as one of the most significant urban transport infrastructure developments to advance in late 2025, and a key element in strengthening metropolitan mobility links between the State of Mexico and Mexico City.
